New Delhi: The Government of India has revised the rules governing the issuance and renewal of exempted FASTags for Divyangjan and Persons with Disabilities (PwD). The new guidelines will come into effect from October 2, 2026, bringing longer validity periods and reducing the need for annual renewals.

Under the revised system, exempted FASTags will be issued for vehicles specially designed and constructed for use by persons with physical disabilities, as well as vehicles registered under the ownership category “Divyangjan.” The validity of the FASTag will now depend on the percentage of disability recorded in a valid Disability Certificate, Unique Disability Identity (UDID) Card, or other applicable documents.

New FASTag Validity Rules

As per the revised guidelines:

  • 70% to 100% disability: Exempted FASTag will be valid for five years.
  • 40% to less than 70% disability: Exempted FASTag will be valid for three years.
  • After the validity period expires, the FASTag can be renewed, subject to continued eligibility and compliance with the applicable National Highways Fee Rules.

Previously, exempted FASTags for Divyangjan were required to be renewed every year. The revised framework is intended to reduce repeated procedural formalities and provide greater convenience to eligible beneficiaries.

The Ministry of Road Transport and Highways said the changes are aimed at making the National Highway tolling system more accessible, transparent and user-friendly for eligible Divyangjan and PwD beneficiaries, while ensuring that toll exemptions continue to be provided only to those meeting the prescribed eligibility requirements.

The revised rules are part of broader efforts to simplify FASTag-related procedures. Earlier in 2026, NHAI also discontinued routine Know Your Vehicle (KYV) requirements for car FASTags issued from February 1, while shifting vehicle verification to the pre-activation stage.
